Xinchang, located in the southeastern part of Shaoxing city, and the east of Zhejiang province, was established as a county in the year 908. Occupying some 1,213 square kilometers, it has 12 towns and subdistricts (six towns, two townships, and four subdistricts), 25 communities, 253 villages, and 13 rural residential areas under its administration. Xinchang is 132 kilometers from Hangzhou and 95 km from Ningbo.

As a mountainous county, Xinchang used to be beset by poverty and environmental pollution.

Advanced equipment manufacturing and biological medicine are the county's major industries, accounting for more than 80 percent of all industrial activity. Xinchang attaches great importance to developing its technological innovation capability. High-end intelligent equipment, life sciences, and automotive components (including transportation) have become its pillar industries, accounting for over 90 percent of the industrial structure. Emerging sectors such as general-purpose intelligent robotics, the low-altitude economy, and future healthcare are now expanding.

Xinchang is well-known for tea production. Its Longjing tea is among the top 10 most famous teas of Zhejiang province. The tourism industry also brings enormous profits to the county, which has two national 4A-level scenic areas, Tianmu Mountain and Big Buddha Temple.

Xinchang is a livable county with beautiful natural landscapes, a pleasant environment and water of good quality. Its ecological environment ranks first in Shaoxing city in terms of public satisfaction.

With its profound historical background, the county also prioritizes the development of culture and education and has enjoyed fruitful results. It has also conducted health care reforms, aiming to create a sustainable and harmonious society for residents.

In 2025, the county's total GDP reached 71.17 billion yuan ($9.89 billion), growing by 7.1 percent year-on-year. Its primary industry achieved an added value of 2.54 billion yuan, with a growth rate of 4 percent; the secondary industry contributed 34.4 billion yuan, up 7 percent; while the tertiary industry reached an added value of 34.23 billion yuan, increasing by 7.4 percent.

Xinchang's total import and export value reached 23.81 billion yuan, representing a year-on-year growth of 2.4 percent.

The total output value of large-scale industries reached 86.38 billion yuan, with an 11.0 percent growth in added value. The added value of high-tech industries and strategic emerging industries within large-scale industries increased by 11.8 percent and 17.1 percent, respectively.

Additionally, two new provincial key laboratories, 42 high-tech enterprises, and 116 technology-based small and medium-sized enterprises were established, along with 441 newly approved invention patents.

In 2025, the per capita disposable income of all residents amounted to 68,817 yuan, up 5.7 percent year on year. Urban residents had a per capita disposable income of 82,929 yuan, growing 5.3 percent, while rural residents reached 47,188 yuan, up 6 percent.
