Cities across Zhejiang province are setting out priorities for the 15th Five-Year Plan (2026-30), outlining strategic directions based on local strengths and development needs.

Hangzhou plans to build a higher-level innovation hub, accelerating advances in frontier fields such as artificial intelligence, quantum computing, and the low-altitude economy.

Ningbo is focusing on tightening the link between its port-driven economy and advanced manufacturing.

Taizhou, known for its manufacturing and private-sector dynamism, will further strengthen its three core advantages in manufacturing, the marine economy, and private-sector entrepreneurship.

Wenzhou's priority is to build a major corridor to support new consumption models and cultivate an open and high-energy economy.

Jinhua will focus on how global shifts, technological change, and demographic trends may shape development over the next five years, aiming to maintain strategic agility.

Huzhou intends to deepen high-level opening-up, fully align with Shanghai, and integrate more tightly into the Yangtze River Delta region to improve the flow of resources and economic factors.

Jiaxing has set the goal of advancing high-quality urban-rural integration and moving faster toward becoming a model city for common prosperity.

Zhoushan is targeting weak links, from accelerating rural construction to pushing forward integrated public-service reforms in key areas, while continuing to deliver practical improvements in people's well-being.
